Petition - Bluff Land Protection

To the Winona Mayor, City Council, and Winona Conty Board of Commissioners:

To protect and preserve the natural character of the bluffs, prevent erosion and enhance water quality, we, the undersigned, request that you enact ordinances which will protect the bluff lands in your jurisdiction so that:

1. All future structures constructed on bluff ridgelines along the central Mississippi are set back so they are not visible from the main channel of the Mississippi River.

2. All future structures on bluff ridgelines in the smaller valleys are not visible from the main road serving that valley.

3. On bluff slopes, all future structures and roads/drives serving such structures be limited to areas with an average slope under 18% grade over a 50 foot length.

4. The City and County of Winona allocate staff and funds necessary for enforcement procedures to monitor and regularly inspect bluff land construction sites and structures for adherence to bluff land ordinances.

5. Violators are held fully responsible for infractions by fines, construction moratoriums, and reclamation prior to resuming construction.
